Atherton Police Department E-Bicycle / Motorcycle Reference Guide 


The Atherton Police Department will make a presentation to the Transportation, Bicycle and Pedestrian Committee on Tuesday, September 30th at 6:00 PM. They will review the classification of electric bicycles, motorized scooters, boards and other off-highway vehicles. 

FAQ's: 

  • Do off-highway electric motorcycles meet the CVC definition of an electric bicycle?
    • No. CVC Code Section 312.5 says and electric bicycle must be equipped with fully operable pedals and an electric motor of less than 750 watts. 
  • Can an electric motorcycle be legally operated on highways, streets, sidewalks, bike paths, bike lanes, or off-street parking facilities?
    • No. These vehicles do not meet the definition of an electric bicycle or moped and therefore are only allowed to be operated in OHV designated areas or on private property (with permission). These vehicles are unable to be registered under the provisions of Divisions 3 and cannot be modified to become street legal. These off-highway vehicles must be registered through DMV as an off-highway motor vehicle to be operated in designated OHV areas.

Community Outreach Grant Program 

 Peninsula Clean Energy is inviting nonprofits to collaborate on outreach to customers in San Mateo County through grants up to $50,000. The deadline to apply is October 14, 2025. To learn more click here.

Mayor Lewis Office Hours 


Mayor Lewis will host office hours on Mondays from 12pm - 1pm

Office hours will be at Town Center in the 1st Floor Administrative Conference Room. Appointments are not required.

Did You Know?

The Menlo Atherton High School conducts Walking Audits?  To learn more about the process, recommendation development process, community input, collision data and more click here.

 The audit will include a summary of relevant plans. 

The C/CAG San Mateo County Comprehensive Bicycle and Pedestrian Plan (2021) proposes a Class I Shared-Use Path along Ringwood Avenue and Class IIB Buffered Bike Lanes along Middlefield Road. The Town of Atherton’s 2014 Bicycle and Pedestrian Master Plan proposes an enhanced bike lane on Middlefield Road and intersection improvements at Oak Grove Avenue and Middlefield Road. These improvements were completed in 2020.

The City of Menlo Park’s 2020 Transportation Master Plan proposes a Class II Bike Lane on Middlefield Road with crossing improvements in front of Menlo-Atherton High School. The plan also recommends Class II Bike Lanes on Coleman Avenue. These recommendations are identified as priorities in Menlo Park’s Vision Zero Action Plan.
