The City Council met for the Regular Meeting on Wednesday, March 20 at 6 pm. Following the Roll Call the Council began moving through the Agenda beginning with Presentations and Public Comments. (~6:00 pm) The Council accepted a Proclamation in recognition of the Town's Public Safety Communications Personnel, introduction of the Town's new K-9, Maverick, introduction and swearing in of the Town's new Support Services Coordinator and introduction of the Town's new Management Analyst I/II.
Following Public Comments, the Council moved on to Departmental Reports.
Departmental Reports (~6:17 pm) are prepared monthly as part of the City Council's Regular Agenda.
In addition to current reports from the City Manager, it typically includes departmental updates on the various happenings around Town such as reports from Administration, Community Services, Planning, Police, and Public Works.
Following Departmental Reports, the Council moved to the Consent Agenda consisting of Items 1 through 5 (~6:18 pm). Items on the Consent Agenda are considered routine in nature and are generally considered in one motion and adopted by a single vote of the Council. Included in this month's Consent Agenda were bills and claims, minutes, Treasurer's Report, 2nd Reading and Adoption of Updates to the Town's Pool Ordinance, and 2nd Reading and Adoption of Updates to the Town's ADU Ordinance. Following an opportunity for comments and questions, the Council approved the items on the Consent Agenda.
Next was Public Hearings.
Public Hearings are typically held for Ordinances, Budget Adoption, Fee Adoption, and Land Use approvals.
There were no scheduled Public Hearings.

Next up was the Regular Agenda.
The first item on the Regular Agenda was Item No. 6, Approval of the Final Map and Subdivision Agreement for 170/178 Atherton Avenue (~6:18 pm). Following a staff report, questions, and opportunity for public comment, the Council discussed issues related to timing of updates to the Town's Bicycle and Pedestrian Master Plan, Performance Bond requirement for the public improvements, extent of the improvements in the Town's right-of-way, differences between a Class II and Class III bikeway along Atherton Avenue, impact of creation of a Class II or multi-use Pathway, and timing and cost of a total project. Following discussion, the Council approved the Final Map and Subdivision Agreement and directed staff to move updates to the Bicycle and Pedestrian Master Plan forward as quickly as possible.
The last item on the Regular Agenda was Item No. 7, Acceptance of the HCD Annual Report and Authorization to File the Report (~6:53 pm). Following a staff report, questions and opportunity for public comment, the Council discussed issues related to the various programs adopted in the Town's Housing Element, creation of new ADUs, reporting of ADU rentals and the various categories related thereto, and pace of creation of affordable housing opportunities. Following discussion, the Council accepted the report and authorized its transmittal to HCD.
The last items on the Agenda were Council Reports and final Comments.
Having cleared the entire Agenda, at approximately 7:16 pm, that as they say - was a wrap!
The next meeting of the City Council will be a Study Session on April 3 at 4 pm. This meeting will include the FY 2024/25 Operations Budget Review and the Police Department Annual Report.
